As engaged homeowners who deeply care about our community, we were both shocked and disappointed by the actions of Marcus Dumas, Carl Fsadni, and James Duck at the Board Meeting on Tuesday, February 18, 2025. Their decision to introduce and vote on motions that were not on the agenda was not only improper but also a clear violation of the procedures meant to ensure transparency and community involvement. These actions, coupled with their dismissive and unprofessional treatment of others, raise serious concerns about their priorities and understanding of our community’s bylaws. It was evident that their approach was neither collaborative nor in the best interest of the residents they were elected to serve.

The actions of these board members has now left the community without. a Community Association Manager(CAM) and jeopardizes projects that were mid-flight, such as the repairing of property damage from the ATT fiber install.  It also resulted in a change in board President without any community awareness or involvement.

We encourage all homeowners to watch the video below and come to your own conclusions about the conduct and decision-making that took place.

Here are the motions that were raised and their outcomes:
 

Motion 1 (1hr26min): Relieve Kerry Harripersad as the President of Arden Park Master Association and vacate the position.

Motion 2: Instruct Attorney to cease all activity pertaining to Arden Park Master and Arden Park North until all activities are reviewed by the board.

Motion 3:  Motion to appoint James Duck to fill the vacant position formerly held by Kerry Harripersad

Motion 4: Attempt to present a motion to create 5 financial accounts to separate APS money. -- This is already in the works but work to determine opening balances has to occur, and that information is not currently available to create the accounts.

Motion 5: Article 6 Section 5 - Inherit the language that limit the APS residents to only being responsible for 20%, to maintain the cost/repair including the funding of reserve accounts, Arden Park Blvd, Lakes Simms, and American Beech.

Motion 6: Immediately stop board voting via email.  - Not legal and directly contradicts bylaws.

Motion 7: Get an Arden Park Master domain (email/communication).

Motion 8: Any executive decisions that have been put forward at this point, that have not been agreed to by the majority of the board,

should be stopped. - No decisions were listed during this motion, and it is not believed any exist.

Motion 9: Rescind direction that Arden Park Master staff only report, communicate, and take instruction from the President only.  All board members should have access to the staff and staff can refer the direction to the entire board for a decision.

Motion 10: Artemis immediately remove the current CAM from Arden Park Master and have the assistant CAM (which does not exist) continue day to day business under the supervision under any other CAM at Artemis until such time a permanent CAM can be appointed by Artemis. - Raised by Marcus D. We believe action should be taken to remove Marcus Dumas and Carl Fsdani from the HOA Board. This can be done with a vote from the community.

The below link is the required written recall/ballot you can complete and return accordingly to cast your vote in this matter.

  • Must be a homeowner on the deed (refrain from signing a nickname).

  • One vote per household.

  • Please write legibly using a blue pen, if possible.

  • Block A: Use the checkbox to communicate whether you want to “recall” (meaning “remove”) or “retain” (meaning “keep”) Marcus &/or Carl.

  • Block B:

    • Use the checkbox to communicate if you are in favor of appointing Steve Rance &/or Alejandro Quijano as their replacements. - See brief bios below.

    • If you are not in favor of appointing one or both candidates, leave the checkbox blank.

  • Drop off completed ballots at the address listed on the ballot.

Steve Rance - I am looking forward to the opportunity of serving you and this association, Arden Park, as your next Board Member if you so chose to allow me this privilege. Not only will I represent you on this board, but I will be your voice, committed to listening to each of you and your interest and concerns and executing the best possible
decisions while maintaining the most cost-effective course of action. It is important to preserve this association, maintain current and future property values while protecting each neighbor and maintaining low association fees.
I believe that my experiences and skills that I have acquired over the years through my careers and serving in various areas in government and with various boards will be an asset to all of us here in Arden Park. I have been involved with several boards dealing
with budgets from a few thousand dollars to $11 million plus. I commit to doing the very best job possible in serving each property owner and resident of Arden Park.

Alejandro Quijano - is currently an APS homeowner. Here is the bio he’d like to share: 
“As a combat veteran with seven years of service in the US Army and ongoing part-time service in the Florida National Guard as a Finance Officer, I bring a wealth of experience to my roles. Currently, I serve as a Project Manager at ADP, overseeing a team of Implementation Consultants. Previously, I resided in APN for four years before relocating to APS, where I have been for the past year and a half.”
